Therefore, speed up the supply of public service in western region,further transform government functions, achieve urban and rural development, for the West to resolve the "three rural" issue and build a well-off society in an all-round way has an extremely important theoretical and practical significance.This paper aims at research theory of public goods and the theory of new public service, make theoretical groundwork for the following about Research of West Areas on the supply of public services.This article first analyze the general theory of supply of rural public services, including the definition of related concepts and their unique way of supply, to improve the supply of public services in rural western regions and the efficiency of providing the level of reference; followed by Shaanxi Province Luochuan County Public Service Survey, and further analysis of the western region of rural public service supply situation and existing problems, and in-depth analysis of the reason for these problems; Finally, putting forward the suggestions of strengthening public services in rural areas in western currently, include the following: actively foster the main public services of the western region in rural areas, Clear the financial authority and powers between governments at all levels through the legal form,reform decision-making mechanism of public services in rural areas, improve the oversight mechanisms of rural investment in public services and innovative performance evaluation mechanisms.
