Further Improvement Of The National People's Congress System

NPC (National People's Congress) system, whose improvement is closely related to the process of democracy and the rule of law and China's political civilization, is an important political system of our People's Congress system. In term of the state, NPC system is an important part of the system of people's congress system in China. The improvement is directly related to the construction of a harmonious society, democracy-building and other major issues. On a personal level, the presence of deputies to the NPC system is in close touch with our life. As a citizen, each of us may prove to be a voter, but not a delegate.The behaviour and the discharging duties of delegates concerns whether People's will can be fully expressed and their legal right be effectively protected. In the background of the amendment of "Law of the People's Republic of China on Deputies to the National People's Congress and to the Local People's Congresses at Various Levels",we need focus more on the improvement of People's Congress system, so as to play its proper role in the development of democracy in China and the building of a harmonious socialist society.This article is divided into four parts to elaborate the further improvement of National People's Congress system in China.The first part began from the introduction of the theories of "representatives" system, illustrated the basic theory of western representative and introduced the basic theory of the representative system in Russia. Besides, the historical development of our National People's Congress system was expounded in this paragraph to provide the academic basis for following research on introduction of "representatives" basic content in Russia and National People's Congress in China.The second part list the basic content of "representative" system in Russia and the basic content of National People's Congress system in China respectively. And simply compared them to absorbing some mature experience so as to puts forward some reasonable opinion of consummates our country NPC system.Articles in the third part is the discussion of some problems and the insufficiency which China's National People's Congress system may exist. And it listed some existing problems from the aspects such as the qualifications of deputies limit and relations between delegates and voters.Based on the basis discussion of the foregoing, in the fourth part of the thesis, the author combined with the modified background of Law of the People's Republic of China on Deputies, trying to put forward some opinions and suggestions for our country, so as to do good to further improvement of Our National People's Congress.
