The Research On Public Participation In The Land Use Overall Planning

Since the "public participation" was introduced into China, growing by China scholars and the community of all walks of life.Especially in the social transition period of various highlighted social contradictions, owing to attractive temperament, traditional "top-down" management mode is being challenges; Public participation was becoming a hot topics in the law, management scholars and planning circles etc. Land use planning deserved to become an important testing ground for public participation,as a related law, management, planning at the important intersection of public policy,. How scientifically and reasonably addition the public participation to overall land use planning; and expand public information, so that the right to express the interests of the general public by the government and planners of the importance to become the focus of this paper.This paper adapts to system analysis method, the structure is roughly introduced questions-analysis question-to solve problems. The content of six parts, each part of the main elements:(1) Introduction, including the purpose and significance of the problem, topics of the background, literature review, study methods, structural arrangements. (2) Land Use Planning in the overview of public participation, the specific definition of public participation, land use planning in the concept of public participation, the essential attribute of land use planning and land use planning in the specific content of public participation, public participation Land Use Planning in the value of significance and land use planning in the theory of public participation, introduced the theory of origins of public participation Participation is the essential property, public participation in land planning in the ideological foundation-pluralism and planning choices theory, public participation in land use planning methodology based-Communicational based planning theory, land use planning baseline measure of public participation-participation ladder theory. (3) the introduction of foreign experience in public participation, mainly of the United States, Britain, Germany, Canada and other countries, public participation in the advanced mode of analysis proposed by China needs to learn and absorb the place. (4) the overall planning of land use overview of public participation, pointing out that the overall planning of land use and the operating mode causes the deficiency. (5) The proposed improvement measures and countermeasures to the Improvement of land use planning has a direct practical significance.The results show that the Western countries, top-down, bottom-up and up and down with the planning process, give us a reference and inspiration. However, because our political system is different from the traditional ideology of citizens and other factors, we need to learn from the lessons of history, based on the methods and systems involved in ongoing exploration and innovation. Based on the reality of China's land use planning process analysis, the article for the future of public participation in land use planning made some suggestions, including:strengthening legislation, specifically the rights and participation in public participation in the accountability system; set reasonable public participation in land use planning forms of organization etc.
