Land resource is an important foundation of urban development. As China's rapid economic growth and accelerating urbanization, urban development has significant increased in the demand for land.At this stage,in China's urban land,there has paid transfer mode and the coexistence of two-tier allocation of land use patterns in the way of land supply for the features.Bordering areas around the cities of rural land, has made relatively easy, relatively inexpensive features, it makes the supply of incremental land intensified extension and expansion of urban land.In the process of urban land use,there is a single source of land supply,the phenomenon of irrational manner, resulting in loss of control of urban land supply.Urban land supply, which aims to make urban land in order to achieve rational allocation of resources, optimize the land use structure and to improve land efficiency and achieve urban rapid, healthy and sustainable development.Urban land supply arrangements involving a number of systems.Such as land ownership system, land requisition system, transfer system, planning system, the reserve system and land use control and so on..Combination of the implementation of a number of systems, so that the operating mechanism of urban land supply could effectively operate. At the same time,we depend on institutional arrangements soundness or not, to achieve the purpose of effective operation of the system.At present, the whole of China's urban land supply system has hidden problems in the land sources, methods and sources of land supply, led to public concerns, high land prices.And the phenomenon of urban real estate is extremely high.They have restrict the city's health and sustainable development.The reasons are unreasonable of existing institutional arrangements, but also irrationality of the design of the system implementation mechanism.To solve these problems, this paper discusses the following structure and progressive ideas of the problem and propose solutions.The first chapter is the introduction.Mainly of the problem, purpose and significance, research status, research methods and research framework.The second chapter is the main content of urban land supply system.The paper describes the urban land supply in the land of origin and transfer mode, channel in detail.The third chapter is the supply of urban land's history of the evolution andcauses.Through the study of urban land supply in the history, there describes the evolution of urban land property rights system's history, comparative analysis of the current system imposed by the characteristics of land supply, land transfer mode features.The fourth chapter is the system of urban land supply's problems and defects.This paper analyzes China's urban land supply system's various ills in the actual operation of the process of generating, for urban land agreement and the " Bidding, auction and listing" of the land transfer, we can analyze the urban's development problems caused by urban land market problems.Chapter V is urban land supply system's improvement and optimization.The paper has a detailed and systematic analysis of existing land supply system,and provides suggestions of improving the urban land supply system.The main suggestions are as follows,direct access to the market of agricultural land reform, abolition of free administrative allocation of land system and improving the mechanisms for public participation.From these areas,there're ideas and suggestions of mechanism of urban land supply'optimization.Chapter VI is conclusion.lt summarizes the innovative ideas and the inadequacies of this article on urban land supply.
