In recent years, there are various types of public crisis events around the world occur frequently. The speed events occurred, the wide range of crisis passed the unpredictability of consequences and the devastating disaster of the crisis happened, that make many countries are suffering from the unprecedented impact. At the same time, governments have started to change the view of public crisis events. They began to focus on crisis management which needs in-depth discussion of the development stage as an important issue. There are four stages of analysis that government should develop effective measures of public crisis and summed up the experiences, from the incubation period of the crisis, the outbreak of the crisis period, then the continuation of the crisis period, and finally the recovery of the crisis. Throughout the crisis, the media in which acts as an integral and important role. Nowadays, the development in the media is very fast, especially online media with the spread of fast, wide propagation paths. Therefore, we have to live in a highly media-oriented and transparent society, which is increasingly advocating freedom of expression and public participation awareness.According to all the failure cases, in the public crisis events, it would not work that government suppressed information, fought against media, hidden the truth and avoided public interests oversight. Crisis management needs more effective interactions between government and media. In the new media environment, government should enhance the sense of crisis, change the way of crisis management thinking which including the necessary skills to approach the media. That would improve the ability to influence the media, and could calmly face the unexpected events to save the day, and even change the "Crisis" as "Sureness". Media mainly act as a bridge between the government and the people; those had to make a very good communication. The first incident occurred in the crisis, people often choose to rely on the media to get the appropriate information, and the government will release information to the public through the media timely in a crisis once the events occurred. This reflects the government's honesty, cut off the wrong source of public opinion, and will not allow rumors to mislead people. But also show more clear and transparent picture of whole crisis events. Effectively communicate between government and media, not only can improve the image of the government which is more reliable, but also to win their leadership and the rights of public opinion through the crisis management process. Because the government has relatively abundant sources, it could provide substantial materials for the media to provide objective and fair coverage of the corresponding reliable information.
