Of Non-governmental Organizations Involved In Combating Mass Event Mechanism

With the reform and opening up deepen and lasting, China's overall economic strength and Comprehensive national power has been improving, at the same time speeding up China's move to the well-off society, and China has entered a rapid period of social transformation. The ownership structure, organizational forms, modes of employment, interests, modes of distribution, value orientation, diversity lifestyle and other things makes a variety of new problems and new conflicts continue to emerge, triggering mass incidents one after another, and showed from the unconventional situation to the normalized conversion trend. This is a great obstacle for China's ambitious goals to building a socialist harmonious society.In the latter part of last century, the Anglo-Saxon countries' new public management movement has greatly affected China's administrative system reform, the Government is changing from "oarsman" to "helm ", the original "National-Unit Individual" Strong social control mechanisms collapsed, the expansion of private space and the rise of civil society is promoting the development of China's NGO. In the past days, people always believed that the government can prevent and treat the mass incidents, but the transformation of government functions makes it difficult in preventing and treating mass incidents, bureaucratic system has also constrained the implementation of its combat operations. The diversified social development trend decides China's prevention and treatment for mass incidents can not rely solely on government, we must build up a set of organic multi-control mechanism. In recent years, the rapid development of China's NGO has provided preconditions for their participation in prevention and treatment for mass incidents, and its unique functional advantages are gradually filling the "management vacuum" which the transformation of government functions left by, and undertakes a large number of social governance functions which the government transferring out, China's NGO is an important force that can not be ignored when preventing and treating mass incidents.This article is divided into five parts. The first part describes the background and significance of topics of this article, the current status at home and abroad to commence the study mass incidents, and research ideas and methods. The second part describes the current status of mass incidents in China, and a brief analysis of the main reasons. The third part of the article is an overview of the theory of the NGO, and expressed the necessity and feasibility of NGO participates in prevention and treatment for mass incidents. The fourth section describes the current stage of China's NGO participates in prevention and treatment for mass incidents and focus on the constraints cause of China's NGO participates in prevention and treatment for mass incidents in-depth analysis. The last part of the article, from the government, NGO, social three dimensions, the author proposes the solution ideas, on the one hand, our government must be innovative management model. On the other hand, China's NGO needs to increase their own capacity-building, and we also need to build social support networks.
