Research On Innovation Of Local Government

Localgovernment innovations are a trend in polictical and economic sectors around the world.Since reforming and open-up policy was adopted thirty years ago in China, nearly all aspects, such as economy, politic,culture and education, have maitained sustainable development and improvement, which are closely related to the central government's innovating measures.Alternatively speaking, China has experienced a series of innovations during the past thirty years. With deepening the reforming and open-up policy, local governments'innovating activities have become indicators to judge local officials performance and achievements, but there are some misunderstanding during this process. China's reforming and open-up practices have indicated that in order to achieve effective returns, local governments should adhere to the theory of keeping pace with the times during the process of innovations.In 2008, with expanding the activity of learning and practising Scientic Outlook on Development,Scientic Outlook on Development has become the new theory to guide the local governments innovating activities and facilitated the different levels of local governments to make changes in mentality, focuses, modes and approaches. Based on analysis of the Local Government Innovation Award finalists cases as well as observing the theory of Scientic Outlook on Development,this thesis analyzes the charactristics of local governments innovations and the exsiting problems and puts forwards coping strategies.This thesis is composed of five parts.The first part includes the research background, the literature review on the recent researches on local governments innovations from demestic and abroad as well as the research methods.The second part maily focuses on the characteristics of local governments innovations, which includes the definite of goals of innovations;the relative subjects and areas;the political innovations combined with administrative innovations; technological innovations combined with institutional innovations;the local governments active involvements based on initiated by the central government;meeting the demands of governments' reform as well the developemnt of society.The third part expounds the driving forces and the trend of the local governments innovations.The driving forces mainly lie in:gaining support and approval of the common people, the competitions between local governments, the outstanding achievements of local officials;The trend of local governments'innovations cover: promoting of democracy at the grass-root level,motivating the reforms of local governments,establishing and improving the public services systems.The fourth part analyzes the existing problems.Based on the Local Government Innovation Award finalists cases, this thesis points out the problems in the local governments innovating process, the main problems are formalization, absolutization and miniascaplization.The fifth part puts forward coipng strategies to prevent and solve the problems during the process of local governments innovations. The strategies cover four apsects: guiding by the theory of Scientic Outlook on Development; nurturing the spirit of innovations; establisging the social mechnism of innovations and facilitating the institutionalization of innovations.
