In today's international community, international organizations are playing an increasingly important role with the development of closer relations. International organizations as subjects of international law, should take the legal responsibility for its internationally wrongful acts. At present, the international law of international organization responsibility is still in a process of formation and development. Compared with the law of state responsibility, the development of international organizations law is slow, needs further practice and research. Therefore, the in-depth study of responsibility of international organizations has great significance on the theory and international practice.In 2002 the International Law Commission include the topic of "Responsibility of international organizations" in its work program and adopted "the draft articles on responsibility of international organizations" on first reading on 6 July 2009. With "the draft articles on responsibility of international organizations", this paper reference views of all sides and take the case analysis to study the composition, content and performance of responsibility from the legal and international practice levels.Besides the introduction and conclusion, the paper is divided into four parts. The first part:the introduction of the responsibility of international organizations. Including the definition of the responsibility of international organizations, the basis of taking responsibility by international organizations and the codification of law on the responsibility of international organizations. The second part:the constituent elements of the responsibility of international organizations. The two essential conditions are the violation of international obligations and attribution of conduct to an international organization. The third part:the contents of the responsibility of international organizations. Mainly reflected in the general principles and specific way of compensation, the general principles include continued duty of performance, cessation and non-repetition, Reparation, forms of reparation include restitution, compensation and satisfaction. The fourth part:the implementation of the international responsibility of an international organization. Internationally wrongful act of an international organization should assume its international responsibilities, a state or an international organization is entitled as an injured State or an injured international organization to invoke the responsibility of another international organization. If the responsible international organization does not fulfill its responsibility, to promote the performance of its responsibilities the injured state or international organization can take countermeasures under certain conditions, the countermeasures must be commensurate with the injury suffered.
