This article is composed of Introduction, Main Body and Conclusion.Particularly, Introduction introduces the topic of the article that the legal issues on Third-party Payment Network. It determines the scope of these issues and briefly analyzes the proposed answer to the question of how to resolve them.The main body groups the materials in the context into four parts.Part one presents us some general ideas on Third-party Payment Network, such as the definition, attributions and the history of the legal framework. These statements can make the conclusion safe that E-Commerce highly depends on the science and technologies, which demands to be treated carefully by rules and regulations.Part two investigates the current rules and regulations on the topic, which is Electronic Signature Law, and finds out the overall problems are lack of complete supervisory mechanism and customer protection strategies.Then this article turns to introduce the legal framework in the context of other national jurisdictions, including the USA, the EU and the Asia countries like Hong Kong. These useful strategies have widely discussed the topic from the control of the surplus funds to the protection of the customers'interests.The last part of the main body creatively brings forward the specific measures of how to perfect our legal mechanism in the context. Three categories of these strategies pave the way. Firstly, they should clarify the players in the game. Secondly, they should provide the entry and exit mechanism. Finally, some technologies'specifications and legal liabilities should be carefully determined.
