From July 2009, Chongqing municipal Party committee and government has been instructed to operate a series fight large in scope and extend on crackdown on gangs. Although this action has made numerous achieve the problem quite a few policemen involved in underworld has been exposed to view. After rounds of hitting actions, the underworld organizations crime, however, exist still. One crucial reason which leads this phenomenon is the existing problem that we have policeman who are involving into the underworld. It is a serious problem that policemen, as the safeguard of one country and his people, involved in underworld organizations. Because the baneful influence made by these policemen are much serious than underworld organization itself. A scientific approach on how to build a permanent mechanism is of much consequence and theoretical meaning. It is not only the emphasis of the work of public security in this New Era, but also the imperative aspect on building a harmonious society. This text suggests an idea and way of the permanent mechanism on crime prevention and control of policemen involving underworld from the angle of the fighting on crackdown on gangs in 2009 Chongqing, analysing the reasons and by using the descriptive research way, induction and analytical method, comparative studies.Firstly, this paper introduces the connotation and significance meaning of permanent mechanism on crime prevention and control of policemen involving underworld.Secondly, it analysis the main conditions of policemen involving in underworld and the reasons which lead to this phenomenon.Thirdly, this paper starts with the external and internal factors, analysis the basic reasons lead to policemen involving in underworld. Finally, it normalized the main idea and speculation of building the permanent mechanism on prevention and control of policemen involving in underworld:(1)Make further development on complete the supervision and tied mechanism about the police by performing an current situations and problems analysis; (2)Make system optimization on the complaints mechanism on police action in China by analyzing the current institutional framework of complaints and denunciations on police and the dilemma in China; (3)Reform the current police civil servant recruitment;(4) Reform the on-the-job training on public security and cardres and police.
