This sets an institutional basis for democratic politics. Making Citizens'participation in political affairs a rule, the villager autonomy movement not only meets citizen's demand for the participation in political affairs but also contributes to the social stability. Moreover, it has cultivated political people.As far as the relationship between town government and village committee, village committee is people's self-governing organization while town government is the regime foundation. As the regime foundation, town government has important relation with people's benefits, therefore, the town government governance matters to the construction of political civilization and stability of state.As for the reality of our politics, China now is in a period of transition. On the one hand, people have increasing demand for the participation in political affairs so as to meet their self-benefits. This can be expressed as below:With the improvement of nation quality and the development of farmer autonomy, people have realized that participation in political affairs can largely benefit them. Along with the social development, People have the new requirements for the public goods, while, farmer autonomy cannot make it. So people look up for the higher regime, the town government in particular. On the other hand, the town government has been placed in an awkward position in the transition period, and it calls for deeper change. In reality, some grassroots government cannot provide enough effective public goods to meet people's increasing requirements. Even worse, some have been the umbrellas over gang-evil forces, straining the relation with people. This damaged the image of the party and the government among the people and affected social stability. Group violence affairs in recent years concentrated reflects this problem.In this context, some areas carried through a new institutional innovation--direct election for the town government. This makes people's political dream come true, and provides valuable experiences for the construction of political civilization. Opportunities and challenges are existed at the same time, this reform has obtained certain achievement, but it still has many problems. Such as, violation of the constitution in some level, lack of standardization in election process, people's doubt in the election result, and the relationship among town government, Party committee, National People's Congress on the same level and government of higher levels.Based on the reality of the direct election of chief executive of the town, with relationship between democratic authorization and administrative license throughout the essay, the paper takes the reformation of the direct election of chief executive of the town as a case to study the problems above, point out the causes, conclude the cases experiences, so as to give some relative solutions to these problems.
