The Research On Public Emergency Management Project Organization Mechanism

With the rapid economic development and social progress of mankind, when we enjoy the advanced results which industrial civilization has brought about, our environment is facing various threats. Natural disasters, accidents disasters, public health incidents and social safety incidents continue to occur. From SARS events in 2003 to smashed events in Tibet on March 14,2008; from Wenchuan earthquake on May 12,2008 to Shanxi Wang Jialing coal mine flooding accident on March 28,2010, the public emergencies brought huge losses to the country and the people. A variety of human and non-human public emergency has made "abnormal" social life as "normal".So how to improve the Government's public emergency management capabilities has become a problem in the government which need pay attention and solve. Emergency Management in China really starts up until after the outbreak of SARS event in 2003. Since then, the party and the country attach great importance to emergency management building. "One case, three systems" as the representative of emergency management have made significant progress. But in the face of the unexpected public emergencies, there are still a number of issues in emergency management, for example, not reacting in a timely manner, poor organization and coordination and unclear responsibilities, rights and interests. This severely restricted the ability to improve emergency management.For these issues in emergency management, the paper studies the project organization mechanism in public emergency management. There are four main parts:The first part is an introduction and literature review. This analyzes the background of public emergency management, pointes out the researching purpose and significance of the organization mechanism of the emergency management. It summary related literature of public emergency management projective, organization mechanism, project organization mechanism.The second part is the public emergency management program analysis. Starting from the object of emergency management, this analyzes mechanism of mechanism characteristics of public emergencies and emergency management. On this basis, it summarizes the characteristics of emergency management. There are many important and similar features between emergency management and project management. To some extent, emergency management can learn from the project management theory. Then it describes the emergency management of status and problems in actual operation. From the perspective of the project and its institutional mechanisms, researching comprehensive coordination is a useful attempt of enhancing emergency management capabilities now.The third part is a public emergency management project organization mechanism analysis. On the basis of organization and the organizational elements, it analyzes public emergency management organizational behavior characteristics. Characteristics of projects and organizational behavior of emergency management established the researching foundation of emergency management project organization mechanism. Project organization mechanism includes organization operation process, resource allocation methods and driving mechanism. Based on this, it established a public emergency management mechanism for project organization.The fourth part is case studies, paper summary and outlook. Recalling snow and ice storms in south China in the beginning of 2008, it analyzes the current situation and problems of emergency management organization mechanism. It proposes the establishment of unified, authoritative and integrated emergency coordinator, making the government become a dominant force from the main force of emergency management. From these two aspects, we improve the mechanisms of Emergency Management Organization. Thereby enhancing the ability to respond to public emergencies. Finally, it summaries full text, and Points out the deficiencies and further research direction.
