In recent years, with the development of Internet extension, network human-powered search cases happen frequently. Network human-powered search has become an indispensable part of network, and produces a more and more important significant impact to those be searched and the public life. Network human-powered search meets the information needs and the free-expression right of users while the personal information is exposured to the public on the Internet. This phenomenon raised awareness of violations that human-powered search may bring to the rights of those be searched.This thesis is mainly divided into four parts:a descriptive concept of human-powered search, how to identify the tort infringement during human-powered search, the criminal liability of Human-Powered Search and how to use legal means to adjust human-powered search.The first part mainly analyzes connotation and extension of human-powered search, including human-powered search's typical events, process and classification.The second part discusses how to identify the infringement during human-powered search, analyzes possible situations among different human-powered search cases, extract the factors that need for legal regulation and dicusses what liability different legal subjects should undertake.The third part focuses on the criminal liability of Human-Powered Search, analyzes the judgement standards for criminal law to adjust Human-Powered Search, existing criminal law that can be applied to Human-Powered Search and criminal Liability on Human-Powered Search. The fourth partr analyzes legal regulations to adjust human-powered search. This part mainly includes the necessity of legal regulation on Human-Powered Search, the border of legal regulation, the mechanism of legal regulation, commitment on duties of Human-Powered Search, personal information protection legislation, NRS--Internet real-name system and social & psychological mechanisms of legal regulation on Human-Powered Search.
