A Study On The CPC's Ruling Vitality In The New Period

The ruling vitality is the endogenous power, which causes the ruling body to achieve and maintain full strength, the main forces which promote social stable, orderly and civilized development. The ruling vitality is the self-adapting, self-healing and self-innovating orderly development trend of the ruling body in a certain socio-economic, political, cultural, ecological environment, by the ruling Party consciously internalizing and externalizing the ruling law, prompting the internal and external elements of the ruling system to non-linear move. The ruling vitality is the result of consciously internalization of the ruling law by the ruling Party, its essence is the action result of the people's enthusiasm and creativity. The ruling vitality mainly has five characteristics which are endogenous, sustainability, directivity, spillover and creativity. In the new period, the CPC s ruling vitality is of dual quality state which is the ruling class attribute and advanced attribute, and the advanced attribute is the major aspect, so it is a higher-level and comprehensive coordinated activity according to the ruling law. This paper researches the existing state of ruling vitality in the radiation energy range, the degree of coordination and continuous extent in the space and the time dimension, and analyzes the main objective and subjective factors which influenced the Party's ruling vitality in the view of the system theory.This paper argues that in the new period the key to strengthen the Party's ruling vitality is the Party's practical innovation, so we must build the Party as a systematic project, grasp the connections between ruling system elements, to constantly optimize the composite structures of the various elements, and promote the reasonable and orderly movement. To enhance the ruling vitality, proposes the concreted ways from six aspects, which are the administrative ability, thought, democratic, organization, system and the Party's style. Emphasize that we should train the communist's non-rational factors, which bases on the ration factors. Take the innovation of the Party's work as an important way to enhance the ruling vitality, thereby to increase the degree of internalization and externalization of the ruling law, which is of great significance for the increase of the ruling vitality and the victory of the well-off society.
