The fundamental concept of the England's mature rules of abusing the procedure of investigation was to hold back illegal activities which infringe the human rights and blemish the judicial equity by establishing a rigidly procedure sanctions. Cases and doctrines played an important role in the rules'formation and development. There were two categories in the rules, the former was defined as the"protective principle"which was based on protecting the defendant's rights, the latter was defined as the"judicial integrity principle"and the"judicial disciplinary principle"which were based on the judicial interests. Two categories had independent judgment standards and rules of evidence. If China wanted to avoid engendering lots of abusing investigation procedures actions, there must be a procedure sanctions established frequently and rigidly. In this field, England's mature rules of abusing the procedure of investigation afforded us a wealth of materials.
