Study On The Institution Missing And Innovation Of Government Emergency Information

Government information plays a vital role in dealing with public emergencies. If government imformation is diclosed on time to the public in order for the community to fully understand the truth of unexpected events, it will not only help them to loosen their pressure but also help them to avoid losses,thus improving the whole society's ability to respond to emergencies. Besides, it will help the government play its full role ,facilitate certain timely organization and coordination of response,thus making emergencies come to a smooth stop. Therefore, the establishment and improvement of government emergency information disclosure system is a key part of response to emergencies for governments at all levels.The paper, based on the study on the current government emergency information disclosure system, analyzes the reason why it is a missing part in the government work, and explores an effective way of establishing a government emergency information disclosure system as well as how to improve it. The main purpose of the article is to find out how to innovate the government emergency information disclosure system, by combining theories and empirical analysis.This article is divided into five parts. The first part is an introduction, which describes the background of writing, research status both at home and abraod, purpose and significance, and research methods, clearing the contents of this study. The second part is a discussion which thoroughly depicts what a fine disclosure system is , making clear the relavant contens of the system. The third part mainly analyzes why the disclosure system is a missing part in the government work. The core system of the government emergency information disclosure is insufficient , the supporting system is imperfect , and the system is malfunctioned, which are the three reasons for the lack the government emergency information disclosure system . The above three phenomena occur because :firstly, the disclosed information fails to meet the public demand; secondly, its path is not independent enough ; and thirdly , the system itself is still quite inflexible. The fourth part refers to empirical analysis on the local government emergency information systems are made to prove the theory that the government emergency information disclosure system is missing in current government work. The fifth part , based on the issues raised in the previous sections ,comes to an conclusion of how to innovate and improve the development of the government emergency information disclosure system. Only when the system is reinforced , improved, and legalized to make sure that the right to know is more legally protected and public authority is more effectively implemented can the government emergency information disclosure system better serve the social and economic development.
