The Study On Governament Responsibility In The Process Of Building Science And Technology Service System In Rural Areas

At present, the countryside of China has entered the new historical stage of the development of modern agriculture and of building a new socialist countryside. Agricultural development, rural prosperity and rich farmers, are the objective requirement of building a moderately prosperous society and the key of building a socialist harmonious society. The experiences of the world's development or regional development demonstrate that to solve the "three rural" issue in the final analysis, depends on technological progress and innovation, and sound scientific and technological service system in rural areas is the important carrier of science and technology servicing "three rural" issues.Since reform and opening-up, along with the transition from planned economy to market economy and the rapid development of agriculture and rural economy, traditional and institutional agricultural technology extension system has undergone profound changes. At the same time, the flourishing of all kinds of new types of rural science and technology service organizations promote the great change of technology services in rural areas the situation Accordingly, the Government responsibility in promoting scientific and technological service system in rural areas has also changed dramatically. How to further transform government functions, how to strengthen government accountability mechanisms, how to focus on building new technological service system in rural areas in line with market economic structure, agriculture and rural development and how to truly play its support and leading role in modern agriculture and new rural construction appear to be very urgent and realistic.This paper is based on the current situation of scientific and technological service system in rural areas of China, and by comparison draws lessons from abroad successful experience. The research analyzes our government's functions, duties and the main problems in building rural scientific and technological service system. On the basis of going deep into the causes of issues and the reality of rural areas, the paper puts forward that the government should play the main role and proposes the measures of gradually building comprehensive, convenient and efficient service system of rural science and technology. This article focuses on the methods of how to guide, how to support, how to organize and how to participate in rural science and technology service system and ultimately establishes a government-led and government-organized, farmers involved and multi-level technology service network horizontal to the edge, vertical in the end of the city (county, district), township, village. This network provides prenatal, delivery, and post support of technology services for promoting agricultural development, increasing farmers income.
