Research On The Role Conflict Of Provincial Government In China

Montesquieu said:"A republic country will die because of foreign pressure if it is small, because of intramural disharmony if it is large." As the basic parts of country's government system, provincial government plays a very important role in political life. Defining its role properly is not only the way to get effective local governance, but also the basic protection to get a good relationship between central and local governments and advance societal harmonious development. However, the provincial government plays dual roles in the country's political relationship because of its special political status:both central government's executive organ and the representative of local benefit. As the former, it must executive central government's policies and orders; as the later, it must manage the economic,political and social affairs in its area. The conflict expectation of dual roles in choosing benefit,getting power,restructuring function and performance evaluation makes the provincial governance gets into the troubles of role conflict in the relationship between the central government and itself. So this article taking the role conflict problem as key point, analyses the role conflict of provincial government in the view of role conflict theory. We hope can provide some useful theoretical suggestions to help provincial government definite its role properly and improve its governing ability, rationalize the relationship between central and local governments further and promote the harmonious development of the society integrally.There are six parts of this article:The introduction part mostly talks about the background, significance, relevant research actuality at home and board, analysis construction, research methods and available innovations of this topic, etc.The first part of the body combs and summarizes the basic concepts and the base of theories of the paper. The second part analyzes the dual roles which provincial government plays based on the relationship between local and central governments firstly. Then the author talks about the expression of role conflict of local government combining with the practical situation in our country. At last the author analyzes the effect causing by role conflict situation to Chinese economy,politics,society and local government itself.The third part talks about the advanced experience of developed country, such as France and Japan. We hope to find some reference in it, which can be used to resolve the problem of role conflict in our country.The fourth part analyzes factors leading to the role conflict problem of provincial government combing the political system,political power system reforming,economic system,the level of economic development,physical geographic environment,Science and Technology Development and the situation of local government itself.The fifth part provides some suggestions to resolve the role conflict problem, which is combined with the reasons talked in the fifth part and its expression talked in the third part. The suggestions are based on practical situation in China and from the view of role conflict theory and the vertical relationship among governments theory.
