Child Welfare Policy In Contemporary China

Along with China's political, economic, social, cultural and social environment, lifestyle and other comprehensive social transformation occurs, all kinds of social problems have become increasingly prominent, children in particular are enormous social policy agenda which has become a topic of primary importance, and child welfare has become the focus of most attention. This paper introduced the theory and child welfare policy and the basic content of the establishment of principles, summarized China's existing child welfare in theory and policy issues, and attempt in the modern child welfare policy based on the theory, to construct the framework of the modern child welfare policy and child welfare service system elements with the children (Youth) health status, living environment, legal protection status and educational status, etc, and propose how to quickly establish a family allowance system. Meanwhile, the article discussed the family foster care model for the specific groups of children on the current child welfare theory and practice of child welfare policy, compared to the traditional institutional care, family foster have more obviously advantages, it meets the emotional needs of children generally and promote the comprehensive development of children. At the same time, that will ease the Government's financial burden and consistent with the overall socialization of social welfare policy.
