Rural Areas Of South The "boss Cadres" The Role Of The Village

On March 5,2011, Premier Wen Jiabao delivered a report on the work of the government, in which he particularly pointed out the importance of agriculture, rural areas, and farmers via following remarks:We will steadfastly make agriculture, rural areas, and farmers the top priority of the government's work; carry out agricultural modernization while deepening industrialization and urbanization; and consolidate and build upon the favorable situation in agriculture and rural areas." Right now, China is experiencing historic transformation from an agriculture dominated country to an industrialized country. Promoting overall economic and social development of rural areas in China still is and will remain as a crucial aspect of government tasks for a long time to come. To press ahead with rural economic and social development, not only do we need government at all levels to provide overall programming, policy guidance and support, more importantly, we need to make full use of the unique role of villager's committee as rural primary level organization and the leading character of communist party at village level in refining the ability of villager's self-governance and leading villagers to take a realistic stance, so as to accelerate industrial restructuring, enhance its development potential and explore a sustainable development route with rural characteristics.Since the implementation of reform and opening up policy, rural areas of south Jiangsu has formulated a new pattern of rural economic and social development with a prominent characteristic of rapidly developing private owned economy. This attributes to their vigorously deploying and exploring all nation enacted rural laws and regulations and its courage of self-innovation. Rapidly developing economy has brought along large numbers of wealthy villagers, among which, some gradually walked onto the rural political stage under both external and internal influences. Consequently, a new political mode with distinctive time features came into being—businessman/cadre rural area affaires management. Therefore, in the unusual background of rural areas of south Jiangsu, this thesis analyzes reasons of businessman/cadre's political participation, and it deepens investigation and research in aspects of positive functions and passive influences of the pattern of businessman/cadre rural area affaires management. Besides, the thesis has offered some personal opinions and several suggestions about how to fully exert businessman/cadre's initiative in taking the leading role in rural economic and social development, so as to promote harmonious development in rural areas of south Jiangsu, and to finally achieve the goal of prosperity for all. Sincerely hope this thesis could contribute a share of insight to the rural area primary level management of our country and the development of a new socialist countryside.
