Recent years, the customer-oriented Administrative Service Center distinguished by one-stop service--doing all the service work has emerged during the local governments' exploration of the innovation of administrative examination and approval system and government mechanisms. And it has gradually functioned as the main pattern and Integrated Platform.Local governments universally attach much importance to push the development of administrative service centers, which is regarded as the major measure to accelerate the effectiveness. Both the achievement attained and problems unfolded perform as a sort of modetransformation of government functions, improve the environment of economic development, deepen the openness of administrative affairs and improve administrative efficiency and 1 of great value for the promotion of innovation of administrative system, the transformation of administrative service center from the traditional bureaucratic system to the one-stop service, building service-oriented government and implement of the people-centered idea.Base on the theories of New Public Management and governance, this paper will take the current developing situation of the Administrative Service Center in Siyang County, Jiangsu as the research object, with the combination use of literature study method, empirical research method and method of comparative study, First briefly discussed the administrative service center produces relevant theoretical and realistic background of the reform of the administrative system and related core concept definition and the "one-stop" service connotation, and then, with SiYang County administrative service center to its development as a case of background, system structure and business process reengineering, conducted a meticulously such anatomical analysis, and SiYang County administrative service center to evaluate the operation conditions, including its operating results, and restriction factor, development dilemma. In the end a tentative propose to push the thorough transformation of Siyang County Administrative Service Center from the traditional bureaucratic system to the one-stop service mode will be raised, that the government should clarify the legal position, deepen the "Super-Ministry System" innovation, launch a pilot project to practice the "Executive one-third" system, reorganize the Siyang County Administrative Service Center into the Public Service Board, further the e-government approving building and drive the modernization of administrative approval means.
