As China's extent of deepening aging, changing of family function and population structure, government and family alone can not fully meet the growing and diversified elderly service demand, privately run elderly service organizations become inevitable choice. However, after rapid growing period, privately run elderly service organizations come into sustained operation stage. They need to reform the business to achieve continuable development ability. Therefore, it is so important that we should summarize the development status of privately run elderly service organizations in Jingsu and find the key factors of the industry.In this paper, based on quantitative analysis of census date for privately run elderly service organizations in Jiangsu and interviews method, from the history, present situation and major problems in development to inspect development level of privately run elderly service organizations in Jiangsu Province. In general terms, continuable development ability of privately run elderly service organizations in our province is limited. They provide a single type of service and lack professional human resources. Function of them is ambiguous. During the operating, the profitability always conflicts with'the welfare. Besides, there are some other questions, such as offsiding and absence of government functions.On the basis of the study, this research uses organizational management perspective and organizational performance factor model to explore affect factors of contiuable development for privately run elderly service organizations in internal and external environment. It is think that development of privately run elderly service organizations is a combined result of factors in internal and external environment. Macro-social environment is the basis for the development of privately run elderly service organizations. Political, economic, cultural and social factors make up the general environment of privately run elderly service organizations. At the meso level, as the core of the interests relevant system, privately run elderly service organizations contact different organizations and agencies. These Stakeholders together constitute the task environment of privately run elderly service organizations by interacting and affecting. From the privately run elderly service organizations themselves, soft and hardware conditions, the functional orientation and other factors will determine direction and service level of them. And these factors make up the internal environment of privately run elderly service organizations.Therefore, the paper argues that the future direction and goal of privately run elderly service organizations is continuable development. It needs privately run elderly service organizations to adapt to the social environment and enhance resource endowments. Moreover, privately run elderly service organizations should also adjust the internal environment, increase the competitive edge to achieve organizational goals and meet demands of the aged.
