Social Security Public Service Outsourcing Practice Analysis

In the 70s of 20th century, western governments are generally faced with financial burden and inefficient problem. In order to alleviate it, Outsourcing becomes the important innovation of administrative reform.In China,the traditional model that the government supplies the public service directly can't meet public demands and the pubic propose a much higher demands.Service innovation becomes the important approach to enhance the level of the public service.The research data comes from the Street Agency of Huaqiao Road and the Civil Administration Bureau of Gulou. Besides,data was collected in the interviews with government workers who are in charge of the service outsourcing,the President Han who is in the elderly services centre of XinTieXin and the President Pan who is in the elderly care centre of Jinkang.And I also know all the circumstances and problems by On-site Visit.All these have laid a solid foundation for the article.This article is based on the practice of the public service outsourcing in GuLou.It comprehensively analyses necessity, feasibility,effects and the problems.To solve these problems,this paper presents some suggestion for implementation.Research indicates that the practice of outsourcing in GuLou promotes the efficiency of resources allocation and financial productivity. It also reduces costs while widens the path of re-employment.Besides, it propels the transformation of government functions, the development of social organizations,the confidence between the public and the social organizations.And it enhances the needs of Citizens on service quality and quantity. But some new problems have arisen during the practice. The development of social organizations is still comparatively weak and less competitive.Besides, new model is also interfered with the traditional concept and low participation of citizens.The government supervision methods are unreasonable and lack of technical evaluation system. And non-competitive outsourcing models are liable to cause monopoly and corrupt.Therefore,we should choose specific model in view of society, establish independent models,divide outsourcing field reasonably,establish evaluation system and so on.As we solve these problems,we can explore a efficient, suitable outsourcing practices model.
