In the history of U.S. intelligence, the CIA's establishment in 1947 was an important milestone. It was the type of centralized, coordinated national intelligence agency which established in time of peace after World War II in the United States. It was born in the beginning of the Cold War and serviced for the U.S. President. With the Cold War intensifying, the CIA's authority gradually expanded. CIA became the chief intelligence agency and the implementation of a strong foreign policy arm of the United States President, sometimes it was also a tool of the President's domestic surveillance operations. It can be said that the CIA was the weapon of the President in the Cold War and played a considerable important role to contain Soviet Union and Communism. On the other hand, the President controled the CIA tightly and influenced on its development profoundly. The relationship between the CIA and the President was very close. Based on multiple considerations on the duties and roles of the CIA, the U.S. president's impact on the CIA and the relationship between them and its causes, this paper will be divided into the foreword, the introduction, the text and the conclusion to discuss. The foreword briefly introduces reasons and the significance for the choice of this topic, the present situation of the academic research in and abroad, the research objectives and methods, the innovation of this paper. The introduction simply introduces the origin of the CIA. The text is made up of three chapters:The first chapter introduces the responsibilities and role of the CIA; The second chapter discusses the impact of the U.S. President on the CIA; The third chapter provides an analysis the relationship between the CIA and the U.S. President and its causes. The conclusion summarizes the full text in order to deepen the understanding of the relationship between the CIA and the Presidents from Harry S. Truman to Richard M. Nixon.
