The real purpose of antitrust legislation requires the effectiveness of antitrust enforcement. Antitrust enforcement system can be divided into two kinds of public enforcement and private enforcement. China's "anti-monopoly law" on public enforcement provisions more specific, while the private enforcement, China's "anti-monopoly law" only provides for civil liability, operability is not strong. Therefore, the implementation of the system of private antitrust-depth study and judicial practice has important significance. This paper uses a comparative analysis, implementation of the system from the definition of private antitrust laws, history, origin, value to start by drawing horizontal comparison the world's major countries, antimonopoly legislation and judicial practice, to establish a system of private enforcement of antitrust laws provide a reference.Paper consists of four parts. The first part of the meaning from the antitrust laws and the definition of private enforcement, elaborates the history of private enforcement, analysis of the unique value of private enforcement. The second part is the world's major private national and regional antimonopoly legislation and practices the implementation of the development of comparative analysis. The third part of the country's regulations, combined with China's national conditions, resulting in the system of private enforcement of antitrust laws to establish the necessity and feasibility. The fourth part is some suggestions about to build a system of private enforcement of antitrust laws.
