Development Countermeasures Study Of Gansu Province NGO Based On The Transformation Of Government Functions

Nowadays China is in the rapid period of social transformation. The cooperation and competition between various stakeholders already became a normal state, and "market failure" and " government failure " problem exists alternatively . Thereupon how to select another social governance way in the dilemma situation between the "government failure" and "market failure" is a hot topic in the academia and practice community. The CPC 17th Congress pointed out that attention should be paid to the construction and management of the social organization. The CPC central committee indicate clearly that we, our country, play the role of the civic and social organizations in the role of social public affairs management in the document"Opinion on Deepening the Reform of Administrative System". The state council emphasized in the document"Decision on Strengthening the Administration in Accordance with Law in the Municipal and County Government"that the Municipal and county government and their departments should strengthen the cultivation,regulation and management of social organizations, hand the self-regulating and self-managing function over the social organization. The government should cooperate with the social organizations in the aspects of the implementing social management and providing public services, at the same time encourage and guide social organizations orderly participation. ". There is the strength and innovation on the social management in the"12th Five-Year Plan",thence this paper further highlights the role of non-governmental organization, to make laws and regulations and policy more perfect, increase the basic management and service system, strengthen and improve basic-level party organization work, play the role of the mass organizations and social organization ,to enhance the urban and rural community autonomy and service function, take shape the huge forces in the social management and service . The former conclusions pointed out the direction for further development of non-governmental organizations.The thesis focuses on the development countermeasures study of non-governmental organizations in Gansu province.
