Research On Public Servant' Quality In Township Government Of Minority Under The Service-oriented Government Perspective

The government needs to improve the performence ,operate transparently and serve the people to achieve"Good governance"among entire society ,not only because of the coming of the digital and informational period,consciousness of civil rights ,but also for ongoing market economic reform.The public servants are a kind of important factor of the government,whos'quality is the key to improve government performance and achieve"Good governance". Public servants in minority township government are confront with the public directly, on poor working conditions and under special circumstance,also have a close relationship with regional development coordinatedly and achieving of Harmonious Society,so their quality deserves more attention. At this stage,the fundamental purpose to enhance the quality of public servants is to achieve China's administrative reform - the establishment of service-oriented government. Therefore, the goal and value of enhance the quality of public servants should be required to maintain the same meaning ofservice-oriented government,to provde adequate talented person for the township governments in minority areas to ensure that service-oriented government finally established in the vast rural areas.The thesis is divided into four parts,the first part is consisted of the signifiance and the background of this research, and definitions and researching status of service-oriented government,governments of minority courties.The second parts is main about when enhancing the quality of public servants,we shall consider the direction of the construction of service-oriented government,rely on the connotation and accord with the value under the construction of service-oriented government, there should be sense of service and capabilities of service in quality,the sense contains moral and guidelines of profession which everyone should have,while the capabilities are various due to positions and regions.Then we construt the model of the capicities.The third part generalize some specific trouble existed in the quality of public servants of villages and towns government,such as the structure of the capacity is not intelligent, administrative Methods are slow, legal awareness is thin and so on.Then the thesis analyzed the deep reasons in servants' motivation and administration system so the government should take several measures to enhance their quality .In the last part ,according to content of service-oriented government, the advanced experience of Western countries,the reality of township Government, it proposed the strategies for quality promotion of public servants.
