The concept of Government's service, positioning function , the mode of management and so on all have made a change under the background of establishing the service-oriented government of China, the role of government also have a new position. As the government's administrative subject, the civil servants have the obligation to promote the process of government reform. They pursue the private interest over the public interest, often in the form of abuses of power, corruption and dereliction of duty. None of the above is matched by the role of our government. By means of theoretical analysis of social role, this thesis analyze the service-oriented role, role type, role expectations and role norms under the rebuilding background of service-oriented government of China through social role theory, find out that the role of civil service subordinate to the role of public role with the main provisions and performance characteristics which not only need to meet the community expectation of enhance the ability and concepts of the three role, but also executive power according with the political norms, legal norms, administrative norms and ethics. According to role theory analysis of the role of civil servants, The guiding role of the civil service of China can be defined as five roles. They are special citizens, promoter of the public interest, legal guardian reasonable and just actors, public service providers and advocates of shared governance and leadership.Meanwhile, in order to deepen the performance of the guide role of the civil servants, first, material basis self-worth acquisition, it needs the wage system and the internal government management system to protect the civil service as a "citizen" part of the acquisition of material basis and self-worth, establishing the basis of the role of the public property, then promote the realization of the role of the civil servants from the coordination of government and civil servants themselves.
