The abstract administration activity has been discussed in recent years. The discussion focus on that the abstract administration activity should be included in the scope of judicial review, as to after that how to create a variety of system, in particular which kind of standards is applicable the legality of abstract administration activity should be explored. The creative intent of this article is that specific abstract administration activity included in the scope of judicial review and determine the standards of the legal abstract administrative action under the principle of standard of review.In this paper, to explore the abstract standard of review, the author carry through sorting and research from concept, value, theory and experience. This article includes four chapters. The first chapter deals with the abstract review of administrative acts and international research status, and administrative actions of the abstract review mechanisms and review criteria, and standards of the abstract review of administrative action profiles were introduced. The second chapter from the abstract administrative act, to review the standard concept of review of administrative action on the abstract definition of precise criteria, to reach a consensus at the conceptual level. In order to clarify the review standards of the abstract concept of administrative actions, compared with the related concepts, review of administrative action to make the abstract concept of content standards more specific. The third chapter, through the review of administrative acts of foreign abstract models and standards of the introduction, review of administrative acts of the abstract to determine the standard to provide ideas.
