The Study On The Guidance Of Administrative Ethics In Designing The E-Government Management System

In recent years, with the rapid development of modern science and technology, our social life has changed a lot. In the trend of global economic integration, information technology development relates to a country's overall competitiveness and its status of economic and political. So every country regards the information as an important strategy for national development. The e-government is a product of adevanced information technology and government innovation. E-government applies modern electronic information technology and management theory to the traditional government in order to achieve high efficiency of government management and service. Currently, e-government has gradually become citizens, businesses and government departments at all levels of information sharing platform for the exchange. Countries have a large number of human and material resources to the e-government construction.Administrative ethics is a code of conduct and ethical requirements which administrative staff engaged in administrative work to be followed. It is deeper on the decision of the administrative acts of the aims, objectives and mode of operation and administrative performance. Administrative ethics guides the specific administrative acts invisibly. E-government as a kind of high-tech methods for the administration certainly has significance of administrative ethics. After nearly three decades of exploration and development, China's e-government has made much achievement, but inevitably there are many negative effects. It is necessary to introduce administrative ethics to e-government as the conduct of guidance and regulations.Based on the e-government, administrative ethics and other related theoretical analysis, I think there must be some administrative ethics to guide the e-government because the design of e-government management system is a complex project. The proper administrative ethics acts a very important role to the development of e-government. According to China's own characteristics and foreign experience, the proper administrative ethics can be summarized as: the effectiveness, fairness and safety, to serve the public much better and to promote the full realization of people-oriented.
