Research On The Foreigner Management Of The Inland City

Public security exit-entry administration is a part of state administration, and is alegal act relating to the jurisdiction over the exit-entry matters from the state to thecitizens and foreigners. It has a direct impact on national sovereignty, security andsocial stability, affecting the normal international exchanges and the speed ofdevelopment of economic construction, therefore, administrative work of foreignersbecomes themost important work.At present,withtheacceleratingpaceandincreasingstrengthofChina's reform andopeningup,Changsha,tobeoneofthedevelopedinlandcities, has become the center of science and technology, trade and finance, and the hubof transportation and communications of west China. With the increasing number offoreigners to Changsha, the accommodation and the range of activities outside are moreexpanded and decentralized. Such development trend leads to a changing new situationandworkenvironmenttothepublicsecuritymanagementinChangsha,butalsoexposesmany shortcomings and deficiencies shown in the following aspects: the effectivedisposal of foreign cases and the overall mechanism of securityis not fully formed; theonly operation of the working mechanism is incomplete; the intensity of the localizedmanagement of foreigners is not strong enough; and, the foreign laws and regulationsand technical measures are not perfect or even backward. Therefore, how to deal wellwith the management of foreign workers in the new situation, and to achieve thecomprehensive target: "know the background, keep things under control, offer goodservices" to foreigners is a major issue worthyof solving. And it is necessaryto carryout the research work of foreigner's management and put forward countermeasures,providing reference and advice to the foreigner's management in our city and province.Under the background of achieving the aim of the foreigner's management: "know thebackground, keep things under control, offer good services", and taking the workpractice of the foreigner's management in Changsha as an example, this paper willdiscuss how to strengthen administrative work of foreigners, and improveforeign-related management ability, and ultimately create the conditions for theestablishment of dynamical and comprehensive management and control system to theforeigners.
