Study On Local Authority Behavior In The Urbanization Process

Economic globalization and the world urbanization have become the theme ofeconomic and social development all over the world. Accelerating urbanization is oneof the important contents during Twelfth Five-Year Plan in China. It will avail againstadjustment of economic structure,transformation of development mode and theelevation of national income. The local authority is the real executor, organizer andpromoter. Its behaviors can have direct influence on the development speed andquality of urbanization.Since the reform and opening-up, the economic construction and urbandevelopment have entered a new period in China. YanTai is one of the first opencoastal cities in China. Its urbanization also has got some achievements: the number ofthe urban population has increased, the scale of the urban has expanded, theinfrastructure is increasingly perfect, the urban function is increasingly promoted, theeconomic structure has optimized, and the citizen's income has improved. By theacceleration of urbanization, some problems of the local authority have appeared: thelag of the urban planning and urban management, investing too much in imagebuilding, investment insufficiency in the infrastructure, the offside and malposition ofthe local authority, the vacancy and absence of the responsibility and so on.How to regulate the behaviors of local authority to make their responsibilitiesmore clear? How to make the local authority loyal of their duties and theiradministrative behavior according to the law? How to accelerate urbanization to makethe urban more strong and prosperous,more civilized and orderly becoming the idealplace of living? For these purposes, this dissertation uses Literature analysis andEmpirical analysis taking YanTai as the starting point to conduct a review of theliterature, introduction of the theory, analysis of the cause and countermeasures. All ofthese will provide valuable reference in order to standardize local authority behaviorsand accelerate speed and quality of urbanization.
