A community is a basic social unit and a harmonious community sets the path to aharmonious society. However, there are some problems in constructing suchharmonious communities: community management still waits to be further reformed;some community workers are inefficient in their jobs; community autonomy is slow inits development; community members have less sense of participation in communityperfection; and community services are not of good quality. The key factor to createharmonious urban communities is believed to be the emphasis on preservation andprotection of the interests of the majority residents in a community. And this must bemade as both the starting and ending points for community work. On in this way canthe citizen-benefiting policy of the Party and government be implemented so thatcommunity residents can share the fruit of social political, economic and culturaldevelopment.The paper starts with the concept of community, continue with communitydevelopment, the relationship between harmonious communities and harmonioussociety, and the significance of constructing harmonious communities. Then on thebasis of the community situations in Lubei District of Tang Shan, the paper presentsthe success and achievements of urban community in the course of social developmentin the country. The important study made in the paper is on the means and path ofharmonious urban communities from the perspectives of interdisciplinary theories ofmanagement, municipal administration, sociology, political science, economics and etc.First of all, it is suggested that it is essential to center on the role of the government onthe basis of a good understanding of the three-factor mode of government, market andsociety. Second, community autonomy should be enhanced, and the participation ofthe residents should also be strengthened. As a result, communities can play a goodpart in social development. Moreover, it is also necessary to strengthen communityeducation and management so as to improve community service. The proposal made inthe paper can not only shed light to the theories relevant to harmonious community, but also is helpful for the practice of constructing harmonious communities..
