In recent years, with the arrival of the information age and the rapid development ofe-government, e-government information resources sharing have become one of the hottopics of academic research at home and abroad. E-government information resourcessharing can not only improve administrative efficiency and reduce administrative costs ofthe government, but also avoid redundant construction and idle waste of e-governmentinformation resources, and strengthen the openness and transparency of governmentadministration. However, due to various constraints such as economic development,management system, technical conditions, and other factors, e-government informationresources sharing in China is not satisfactory, for example, lack of awareness ofinformation sharing, and low efficiency in the development and utilization of informationresources. Besides, e-government information resources provided by all levels ofgovernment departments can not be comprehensively received by other governmentdepartments, enterprises and institutions, the public and so on, which results in themassive idle and the serious waste of e-government information resources, and failure inachieving the maximum sharing. Therefore, how to realize a comprehensive and efficientinformation resources sharing between the internal government departments, betweendifferent government departments, between government and enterprises or institutions,and between government and public, has won the highest priority for the government towork on.The paper employs various research methods which include literature analysis,system analysis, qualitative analysis, inductive analysis and others. This thesis is extendedin three steps. Firstly, it makes a systematic analysis and summary of current researchresults and achievement about e-government information resources at home and abroad.Secondly, by defining the meaning, types and characteristics of e-government,e-government information resources and sharing, the paper elaborates the existingobstacles in management system and idea, talent obstacle, capital obstacle, digital divideobstacle, information island obstacle, laws and regulations obstacle, information security loophole obstacles and so on in the e-government information resource sharing process ofour country. In the end, by the way of learning successful experiences on E-governmentinformation resource sharing from the foreign typical countries such as United States,Britain, Singapore, and Australia and so on, the paper puts forward severalcountermeasures respectively including improving the government management system,talent training system, financing guarantee system, standardization system, laws andregulations system, information security protection system and so on, aiming ateliminating the obstacles in sharing. |
