The Study Of Spiritual Recovery In Public Crsis Management

As the leader of society, the government needs to answer some newquestions when they face more and more urban public crisis occur morefrequently: how to use the powerful government mobilization andorganizational capacity to restore the normal legal order and social orderin a crisis; how to improve the spiritual of the related interest groups inthe open society during the public crisis; how to repair the image of thegovernment and Communist Party by the spiritual recovering; how tostart the next round higher-level crisis prevention by means of spiritualrecovery. These are the top issues for the Chinese government in publiccrisis management.This paper established a theoretical framework on the basis ofdetermining the central task of the spiritual recovery in public crisis frommanagement science, psychology, politics, communication studies andother multi-disciplinary perspective: compensation for the stakeholders ofthe crisis damage, the public mental recovering, the recovering,rebuilding and improving of the government image, conclusion ofexperience and lessons to start the new round of crisis prevention.With the growing complexity of the causes and action modes of thepublic crisis and diversification of media communication between subjectand object, the government, public, media, NGO and other diverseentities may be involved in crisis recovering during the crisis practice.This paper selects spiritual dimension as the one-way dimension of crisisrecovery, from a governance perspective, on the basis of the public crisis management theories and models, analyses the action, participation andcommunication mechanism, then constructs the theoretical system.Internally, the first is to strengthen the awareness of the participationand collaboration within the multi-subjects governance：getting rid of thegovernmental selfishness by implementing the service-orientedgovernment philosophy, strengthening subjective awareness and publicspirits of the participation in crisis recovery of the citizens andorganizations, encouraging the media to join in the crisis intervention,making the public acknowledge the truth and act as the public supervisionand the channel of positive interaction between public and government.The second is to enhance the abilities of the multi-subjects involvementand collaborative governance. By carrying out the crisis education,training and exercises vigorously, the government improves the crisiscommunication capacities of media and establishes legal system andpublic opinion foundation of crisis spiritual recovery with civil society.This paper presents the theoretical framework of Chinese-style"crisis of the spirit of recovery management": China must establish acrisis spiritual recovery system with responsible government, institutionalinnovation and social interaction.
