Orientation And Implementation Of Township Government's Functions On The Post-agricultural Tax Era

Township Government, as the last level of Government in China, plays a key role in maintaining stability, protecting farmers's rights and promoting economic development in rural areas, and is the important channel for party and Government which links farmers .In 2006, the nation abolished agricultural tax ,it marks in our country which lasted for 2600 years , has officially exited from the stage of history,our country has entered the "times" after tax. In the "times", our country after tax township government faces new challenges and opportunities.This paper on the"post- agricultural tax"era functions of township government to study the orientation and implementation from the perspective of government governance, and points out that township government still faces many problems under the specific of abolition of agricultural taxes ,such as the functions are not perfect with the dislocation, offside and absence; Fragmentation, functional relationship are not suitable; functions are not harmonious, disorder phenomenon exists commonly. Through the analysis of a variety of constraining factors and governance factors of feasibility , relocating the functions of township government. such as improving market system, create fine market environment; Strengthening public service and social management, promote social harmony; making great efforts to cultivate civil society. And only through the gradual deconstruction of the pressure-type administrative system, building a democratic cooperative grass-root government; In the idea, establish modern government management idea; Strengthening the legal system, according to the principle of integration of power and responsibility, rationalizing vertical and horizontal relations; Establishing and perfecting the effective supervision of the township government restricting mechanism; Cultivating organizations of farmers, expanding the civilian power, and gradually restoring power to the society in order to achieve effective management of township government.
