Discussion On Administration Cost Of County-level Government

Administrative cost is regarded as a grim reality of public administration in contemporary. After 1980's, the issue of administration cost has drawn the concern of many countries. Reducing administrative cost is deemed as a goal of administrative reform for every government authority. In China, there is still such problem demanding prompt solution in our administrative management. In the Twelfth Five-year Program(2011-2015), the central authority attach great importance to the issue of reduce administrative cost. They point out that we should further change the functions of the government, optimize the structure of government, improve the methods of management, uplift administrative efficiency and reduce costs. Our government pay more attention to reducing administrative cost at present, which indicates the awareness of improving government management. However, most of the present research focus on macro-theoretical. There has less research on the reality of the administrative costs of county-level government. The country-level government plays an important role among the provincial governments, regional governments, township governments and village, linking for those governments. Therefore, studying on the administrative costs of county-level government is of important significance.Firstly, this essay beginning with the relevant theories of county-level government administrative cost, explore the controllable factors which effect the administrative costs. Secondly, there-are several specific cases analyzing, which emerge the basic comprising and problem in administrative cost. Afterwards, the essay will put out the factors that make the practice of reducing administrative cost difficult. Finally, the author will introduce the effective approaches abroad, in order to promote the controlling administrative cost of Chinese government. It is proposed that strengthening the county government budget management, introducing market mechanism, establishing and improving the system of county government performance evaluation would help the authorities to achieve their goals. The administration staffs should improve their service consciousnesses and perfect the administrative decision-making.
