Administrative Ability Of Grassroots Party Organizations In Rural Democratic Promotion

Promotion of rural democracy constitutes essentially in building a harmonious society and a new socialist countryside because democratization of politics advances both the development of economics and the wholesome society to a large degree. Centered on administrative ability of grassroots Party organizations, this dissertation analyzes the intrinsic relationship between grassroots Party organizations and its democratization, explores the inadequacy of its administrative ability and illustrates the reasons of its slow advancement.Consequently, this dissertation focuses on the routing alternatives of achieving them. Democratization of politics in rural areas occupies a certain space during the administration of Party, so the inadequacy of administration, especially in capacity of guidance, creativity, standardization, integration, development, will hinder the fluency of democratic construction in the countryside. Integrating theory with practice, this dissertation concludes in the improvement of the above five kinds of capacity of grassroots Party organizations, thus achieving its healthy development,This dissertation consists of three parts: Chapter One:It relates on promotion of rural democracy and functions of the ruling party, elaborating mainly the fundamental problems concerning these two issues and their relationships. It points out the essential procedures and main responsibilities of grassroots Party organizations during the process of promotion of rural democracy. Chapter Two:It analyzes the inadequacy of administrative ability and the logic behind it when promoting rural democracy. Centered on the capacity in guidance, creativity, standardization, integration, development of grassroots Party organizations, this part stresses in manifestation, reasons and influence of inadequacy of the five kinds of capacity.Chapter Three:It elaborates on the routing alternatives in the process of promoting rural democracy, which is the foothold of this dissertation. Based on chapter two, this part elaborates how to improve the five kinds of capacity, though which rural democracy can be developed.
