Research Of The Administration Cost Of Our Government

Since 1980s administration cost of government has come to our attention. Governments all over the world see "reducing administration cost, build low-cost government" as their goals. In recent years, the administration cost of our government has remained at a high level. Though our government has offered some countermeasures, no evident effect occurs. The civilians in our country pay more and more attention to it. Without proper rmeasures, it will influence the efficiency of government. What's more, it will have great impact on the relationship between our Party and the civilians.This article is based on much document and social investigation. It combines theory with practice, and finds out problems from many successful or failed cases. Then it analyses these problems and generalize something in common, and discover the internal relationship among these factors. The reasons why the administration cost remains at a high level are included from two aspects:objectivity and subjectivity. It also learns a lot from other countries'successful experience and puts forward some suggestions. This article emphasizes on the management of finincial management, especially the public administrative cost, and the system reform and institution innovation. It is a rather complicated social program, involving politics, economy, culture and other social dimensions.This article sees deepening the administrative management institution reform as its goal. This article explores the administarationt cost based on this goal. There are five sections in it. The first section is the theoretical precondition of administration cost research. It is the theoretical foundation of this research. The second section describes the present situation of our government's administration cost level through some statistics. The third section analysizes the reasons why the administration cost remains at such a high level through three aspects. The forth section is the international experience of dealing with high-level administration cost. And it compares the present practice in foreign countries with that in our country. The fifth section is the countermeasures of decreasing the administation cost of our government, including theories and measures. It is prepared to solve the problem of high-level administration cost and promote the administrative reform of reducing the administation cost of our government.
