Researching The Reform Method Of Basic-level Party Organizations' Electoral System Under The Sociological Perspective

In the new stage of development of "the twelfth Five-year Plan", the change of subjective and objective factors influencing Chinese development determines there must be accompanied by political system reform if we want to accelerate transformation process of the mode of economic development. Improving party democracy plays the leading role of political system reform. Caucuses system, as an important basis and the system guarantee of inner-party democracy, its reform in the next period will undoubtedly has a positive impact to party democracy and political system reform. Our party has always attaches great importance to the basic-level party organization's election, in the vast majority period of our party's development, we has spared no efforts to promote the reform of grassroots electoral system.In recent years, many innovative pilots in succession has been launched across the country. Among them, the "Public recommend and Direct election" method is most influential. This paper takes the "Public recommend and Direct election" method as the main research object, puts a proposition as a starting point, which the proposition is "the 'Public recommend and Direct election' method is one of the ways to reform grass-root party electoral system", and using the sociological research methods to conduct Empirical survey to "Public recommend and Direct election" pilot test which is carried out by C community, which belongs to Tancheng street agency of Jianyang city. After qualitative and qualitative analysis to the survey data and relevant records, the author verifies that the judgment is correct. In addition, this paper also discusses in detail from a macroscopic level the "Public recommend and Direct election" method's progressive significance compared with the existing electoral system in the current big background, its own existence deficiencies and the improvement measures.
