Agricultural administration refers to administrative organizational activities concerning agriculture implemented by National Agricultural administrative organs, under the provisions of the Constitution and relevant laws. As an essential part of State administration, agricultural administration plays a vital part in social and economic development. On the one hand, agricultural administration coordinates the development of rural economy with the whole society. Without it, the countryside would be a mess, deprived of the ability to integrate. On the other hand, agricultural administration contributes to the stability of the countryside. In addition, the most critical is that agricultural administration can provide farmers with various aspects of service concerning technology dissemination, information, training, financing, infrastructure, education etc., so as to improve their quality, enhance their capability and enrich rural life. Therefore, in the context of building a new socialist countryside, we should deepen the reform of current administrative system, and establish a new one that satisfies the requirements of developing the socialist market economy and modern agriculture.The focus of national agricultural administration system lies in intra-county agricultural administration, and underdeveloped areas in particular calls for immediate reform. This paper takes the reform of Binhai, Jiangsu, a state poverty stricken county, as case analysis. After investigating into this area, we find that the existing problems of its agricultural administration system are mainly as follows:the functions of primary organizations are chaotic and the management system is backward; the function of law enforcement is confused with service and the functions of government are not separated from those of institutions; the problem of organizational overlapping and overstaffing remains serious; the contingent of talented people is not well-structured and personnel management needs to be improved, etc. All these problems are exerting a serious impact on the development of modern agriculture and the improvement of rural market economy in Binhai. Therefore, we must further deepen the reform of agricultural administration system in Binhai.As the reform of intra-county agricultural administration system is still at a trial stage, lacking successful examples, it is vital to learn from the advanced experience of developed countries. Empirical studies of agricultural administration in the United States, Japan and other developed countries show that there are four aspects these countries share in common: First, the constant adjustment of management system in accordance with a country's concrete conditions; Second, the integrated management of agriculture; Third, a high degree of legalization of agricultural administration; Fourth, more emphasis laid on the combination of management and service. Legalization, integration and service will be a great inspiration to us.By analyzing the status of administrative reform in Binhai, the author proposes the basic requirements for a new type of agricultural administration system:improved systems of law enforcement, management, supervision and service; a reasonable division of functions and limits of departments; a sound and legal system and management according to law. Accordingly, the author gives some suggestions for the reform of the current system, such as restructuring the agricultural administration departments, standardizing departmental functions, encouraging the development of intermediary organizations, expanding the scope of services and improving service efficiency. Only through long-term, unremitting attempts can agricultural administration system in Binhai meet the requirements of developing the market economy and the modern agriculture.
