Study On The Town Organization Reform

In this paper, on the basis of analysing the relevent research results about the town organization,write abuot a small town:Zhangzi,which lies at shanxi province.Taking the town organization reform of Zhangzi for case study, investigate the reform of town organization of different historical period since the founding of the People Repulic of China.Put the emphasis on the structure,operation functions and characteristics of the township organization of Zhangzi. Abolishing the agricultural tax,the township government puts its working emphasis on service and puts forward the township to service-oriented marketization reform,in order to construct the "SAN nong" demand-driven new rural public service system.When being established, the town organization serviced for the development of the agriculture and the farmers. It could accomplish the task of political controlling of the whole country,that is to say,it realized the strong control of the rural society. The town organization in rural areas provided public products and services, at the same time, the party and the state work became its center tasks.In the period of the agricultural tax, the management system of the town organization was changed. The jurisdiction was given to the township.In the system of the county-level "pressure type", the centre tasks of the town organization were often around by the family planning, tax collection, investment promotion and so on. Town organization did more excessive administrative function of township government, the staff also tended to be engaged in the township government centres work. They had no time to do their own things.The rural public service and public service function was replaced by the state administrative functions. The relationship of vertical and horizontal was confusion and ajusted simply. The suitable service system did not estalished.Abolishing the agricultural tax, the service-oriented township government is constructed.The construction of the new country produce a marked effection.But the town organization can not give service to the agriculture and meet challenges. The market-oriented reform is very popular from 2003. Therefore, the township organization in the reform of national market orientation try to set up a government, market and social organization with the new rural cooperative complementary public service mode. A new service network which is suitable to the development of the rural country is established.
