with great development of economic and social aspects,32 years of reform and opening up, polarization have emerged a trend of gradually increasing at the same time. In the coordinated development of the harmonious social economic, political, cultural, legal system, low-income group in all social groups is a group of the most concern. And our country has already been in the sensitive period of $3,000 in which a series of events and malignant cases caused by low-income group, low-income group had aroused great concern and had huge impact on social stability. In view of the above fact, it is particularly important to care and cope with this group's problems. This is not only closely related to social long-term stability, but also promote the overall social early-warning index to perfect.This thesis is a part of the National Science Fund named Warning index System of low-income group's problems. The subject set four level, including five indicators. Behavior state index which hold 20% in overall index system, play the decisive role in the important indicators. The first chapter discuss necessity of behavior state index of low-income group. Its necessity is based on interest pursuit of Historical materialism,the argument of people historical and concreteness needs of Marx socialist people's all-round development value orientation argument and modern behavioral theoretical argument.In order achieve scientific and accurate evaluation for the stability of low-income group, we shall further refine behavior state index, which is divided into three level of social behavior, legal state and political participation. The second chapter discuss content and objectivity of behavior state index. The social behavior index choose the training of skill, neighbor disputes and the situation of neophyte etc. The legal state index select legal right safeguarding cases, the malignant cases and the criminal etc. The political participation index choose democratic election, NPC member and social club etc. The chapter third discuss some relationship problems that we should pay attention to including relationship of economic status of low-income group and its behavior state, relationship of under normal circumstances of low-income group behavior and specific cases, relationship of social behavior of low-income group and political participation, relationship of social behavior of low-income group and legal state, relationship of political participation of low-income group and legal state, relationship of the psychological maturity and low-income group behavior and relationship of low-income group behavior and ideological and political education.After detailed investigation and verification, combined with theoretical knowledge, the author set up behavior state index of low-income group stability. The author hope that the thesis can provide operable and scientific reference for policy department.
