China's Development Model And The Government Management Reform And Innovation

China's development model called the Chinese model for short, is a summary of successful experience in reform and opening up. Based on Chinese history, cultural tradition and national conditions, it is formed from continuous experimentation and improvement, which could keep the sustained and healthy development of China's economy, long-term social stability, the People in general well-being and national power's strengthening. So it's theoretical and practical model. China's development model is centered on economic construction, which is a practical development road, adhered to the coordinated development of the economy and society. The first generation of leadership, centered with Mao Zedong, provides important historical experience and theoretical basis for the socialist construction of China's development model to explore the start-up; the second generation of leaders, centered with Deng Xiaoping, is the founder of China's development model; Jiang Zemin and Hu Jintao further enrich and improve the model and put the new scientific connotation into China's development model; the formation of China's development model is closely around the reality of Chinese society issues, with distinct Chinese characteristics. Under the generation after generation of Chinese Communists'leading, China's development model become more and more systematic in theory, more and more mature in practice, more and more fall into a pattern in the institutional setting, at last most vividly in the world.In a country's development process, the government plays an important role. The management level of government directly affects the development of the country, and the country's level of development also reflects a certain period of the government's management and capacity. Because the development of the country are ultimately reflected on the government's economy, politics, culture and social management process. The government as the most authoritative public institutions in modern society, the adequacy of the government's politics and institutional arrangements will directly affect the government's effectiveness, and impact the national development. Therefore, the effectiveness of government's management is not only an important part of social development, but also the most critical factor determines the direction of a country's development. In the irreversible trend of economic globalization, the governments adapt to globalization and the new competition, for achieving better development, must continue to carry out governments' reform and innovation, get rid of the old systems, seek the government's management system to adapt to the world development trend. It could have rapid response to the pressure from international and domestic, and respond to the challenges caused by various factors. At present, economic and social transformation in the new situation, China's government management also has many problems that have severely affected the government's management capacity, which become into the challenge of China's development model and the bottleneck restricting the development of social economy. Reform and development of some deep-seated contradictions and problems are basically relating with the Government Reform that's not feasible put in force and delaying. As soon as possible to promote government reform and innovation, and follow the development trend of building service-oriented government management reform have become urgent political priority.In this paper, the connotation, significance and problems of China's development model, leads to the shortage of Chinese government's management process. To address these deficiencies, the government management have to go on innovation, reform institution. In China's development model, to create a service-oriented government that could promote China's growing with China's national conditions. Speeding up the innovation on government management and service, is adapt to the objective requirements of social changes, the practical requirements to improve the socialist market economic system. China needs to establish the service-oriented government which owns basic characteristics that's limited, legal, service, transparent and responsible at the same time, these features are also the basic direction to build a service-oriented government.
