China's new rural construction in progress, the goal is "productive, prosperous life, civilization, clean and tidy villages and democratic management", Property rights should be a key element in the construction of new countryside, we must break through institutional building not suited to the development of rural productivity a variety of institutional obstacles.This article is different from the perspective of property rights allocation of resources to rural governance.
