The Study On The Rural Collective Organization Membership During The Process Of The Urban And Rural Integration Of Suzhou

As the experimental area of balancing the urban and rural comprehensive supplementary reforms in Jiangsu province, in the process of speeding up the urban and rural integration, the peasant's identity, occupation, surroundings and rural administration in Suzhou all have changed a lot. And all the above brought about very big impact to the practice that defining the rural collective organization member traditionally according to household register and apartment. And the right of organization member which is related to membership also changed a lot.This paper chooses industrial zone, gao xin zone and xiangcheng zone, areas where the peasants were arranged in the process of the urban and rural integration, to be as the research place, using method of random sampling and questionnaire interviewing the resident. Analyse the present condition, problem, and the reason, background for those problems of the rural collective member and the membership during the process of the urban and rural integration. According what we researched, we got the following conclusions:First, as it was taken back and solidified, the right of contracted management of the newly increased collective member is permanently deprived. Part collective member's right of contracted management is changed into stock right of the land stock cooperation. Second, as the homestead is replaced and being arranged into the community, newly increased collective member'distribution right of homestead will not have the right to apply homestead. Distribution right of homestead is permanently deprived. Third , village is transferred to apartment. Villager's self-government right changes into that of resident. Self-government degree has very big difference.And we put forward these following suggestions: First , cut off the man-land attachment, clarifying land property rights; strengthen permanent of right of contracted management. Second , clear and definite the property right of the replacement house in law. Establish urban and rural unified real estate market. Third , complete the establishment of the self-government system for village being transferred to apartment. Guarantee the resident's democratic rights. Forth, establish urban and rural unified social security system to remove peasant's worry and realize real transforming from peasant into resident.In the process of speeding up the urban and rural integration, concept of collective is gradually weakened. Traditional rural collective organization will certainly disappear. Traditional peasant also will surely disappear. Agriculture operator will replace peasant. Peasant will be showed as a kind of profession, but not a symbol of status. Peasant will be ended thoroughly in the wave of urban and rural integration.
