The Internet that advent in 20th century is another stride of information revolution of the human being, and has been developed to be strong in the last several decades. Today, the Internet is becoming more essential in daily life of people. Based on the tradition copyright, internet copyright arised along with the development of the digital technology and"P2P"technology. Comparedwith traditional copyright, the subject,object and content of Internet copyright have changed already,and the exclusivity,territory and time limitation of the traditional copyright were impacted strongly. The Internet copyright have some characters , such as the representation of the work is varied, the copyright,s ascription is indefinite and the standard of copyright,s protection is uncertain ,which bring an ever-witnessed challenge to copyright protection.The problems that copyright refers to are very compiex, and it is impossible to discuss it impartially. This article treat the expansion and restriction of Internet copyright as an access to discuss the applicability on internet of the new special copyrights which include communication right of information Network,right of internet technological measures of copyright and right of management information of copyright, and to discuss the applicability on internet of the main restrictions of copyright which include fair use of copyright and statutory license of copyright. At last, clarify the intrinsic relationship of copyright expansion and copyright restriction-set up a benefit balance of internet copyright between copyright holders and the public, and finally to promote the progress and prosperity of science and culture of mankind.
