With the continuous development of economy and society, our country has witnessed the increasingly aggravated movement of population and polarization of society. Influenced by the basic national conditions and long-standing urban-rural dual economic and social structure, the medical insurance system is characterized by its urban-rural dual structure and fragmentation. This dual structure will inevitably lead to the misallocation of medical resources in urban and rural areas, violating the principle that people shall equally enjoy medical insurance system. Along with the urbanization and industrialization process, it has become increasingly important to balance urban and rural development, to narrow the gap between urban and rural developments and to eliminate unfairness in urban and rural medical insurance systems. Therefore, to establish a harmonious society, it is of great significance to explore and establish an integrated urban-rural medical insurance system featured by breaking household registration system, integrating urban and rural medical resources.At present, China's current medical insurance system includes three categories: medical insurance for urban workers, the new rural cooperative medical insurance and medical insurance for urban residents. Based on the new rural cooperative medical insurance and medical insurance for urban residents and the real possibility of a lot of similarities, this paper to the new rural cooperative medical insurance and medical insurance for urban residents as the research object integration, mainly through literature analysis, field survey, comparative analysis and inductive analysis study:First, document analysis methods to collect and collate data, analyze the social justice theory, theory of equalization of public services and building a harmonious society theory and the theory of shared social outcomes; outlines four typical overseas medical insurance model; time for clues to history Investigation of Medical Insurance System Reform; horizontal comparison of Guizhou Province, the new rural cooperative medical insurance and medical insurance for urban residents the similarities and differences. Investigation of this article reveals, Guizhou Province, in particular residents of Bijie region design and operation of the medical insurance system has the following characteristics:First, urban residents are not enthusiastic about the insured; second resident insurance rates negatively correlated with income levels; third of urban residents and rural residents in the daily distribution of similar medical treatment expenses; Fourth, urban residents in health insurance reimbursement is lower than the overall average, the new rural cooperative medical insurance; five residents is not high satisfaction with medical insurance for urban residents and rural residents is lower than satisfaction; six medical insurance for urban residents is lower than the proportion of consumer expectations of new rural cooperative medical insurance. Accordingly, this paper fully learn Tianjin, Chongqing and other medical insurance system for urban and rural residents experience the region first, combined with the preceding theoretical analysis concluded that:the medical insurance system for urban and rural residents in favor of social equity, to achieve the equal ization of public services integration of urban and rural resources and the development of social security for urban and rural integration, thus building the integration of urban and rural residents in Guizhou Province, Guizhou is the medical insurance system for the inevitable trend of social insurance.Accordingly, this article in accordance with the requirements of urban and rural integration, to study and propose the following construction in Guizhou province medical insurance system for urban and rural residents in the general idea:first, the integration of medical insurance for urban residents and the new rural cooperative medical care, that is, unified management, unified standards, unified treatment, collectively referred to as "residents in health insurance", to break the urban-rural residence attached to the "social identity", namely "social group as" limit, and gradually by the "social identity" to "economic status" changes. On this basis, the paper coverage, funding levels and the corresponding design aspects of the treatment level of integration of urban and rural residents in Guizhou Province, the medical insurance system. From the unified management of projects and services, restructure financial expenditure, to achieve a balanced urban and rural service, unified system, increase the integration of the medical insurance sector resources, improve the overall level of security system do the work of linking the two aspects of proposed to build Guizhou medical insurance system for urban and rural residents countermeasures.The prospective innovation points of this paper lie in the following aspects: Firstly, this paper summarizes the status quo of new rural cooperative medical insurance system and urban medical insurance system, makes an analysis of actually based on the researches in Bijie region, Guizhou Province. Secondly, by setting the concept of "economic person" as logical starting point for the planning of medical insurance system, "social status" limitations of household registration system is eliminated, gradually realizing the transformation from "social status" into "economic status". With Insurance programs of different grades based on private revenue or economic capability, Citizens have a voluntarily choice of insurance programs. Ultimately, an integrated medical insurance system is established to offer equalization of public services in urban and rural areas, ensuring for all equal opportunities before social security system. Thirdly, Based on the conclusions made above, this paper makes specific researches and countermeasure proposals targeting at establishing the integrated urban-rural medical insurance system is Guizhou province.
