Since 1980s, with the development of globalization, there is a conspicuous international competition in the information age. In order to get rid of financial difficulties, improve government efficiency, and enhance the international competitiveness, the United States, United Kingdom, Australia and New Zealand as the representative of the Western countries have launched a wave of government reform. In this reform, there is a transition from Traditional Public Administrative Mode from New Public Management, which can be regarded as New Public Management. The reform in New Zealand's public departments is considered as the pioneer of New Public Management, the laboratories of reform, policy innovators, and the model of reform, because of its thoroughness, persistence and effectiveness. Meanwhile, the restructuring and reform of New Zealand's public departments have generated certain changes and adjustments in public institutions. However, since 1999 there is a plethora of issues about theory and practice of New Public Management. Taking the New Zealand's social service department for example, based on the institution reform from 1980s to 1990s, the focus of its policy was continuously changing. Obviously, from the new public management opting instead for the whole government to guide the government's public department reform, it has achieved the transition of public administration paradigm.Based on the reality, this paper will focus on the issues scientifically and analysis theories systematically. By the information of the New Zealand Government, public administration reform, and the transition of the paradigm, it becomes necessary to analysis the logic and intrinsic motivation of public administration paradigm shift to polish the government administrative reform, patterns and trends. Viewed from various angles, It is a new research perspective in public administration paradigm that making an investigation on the practice of administrative reform of New Zealand to explore the path and logic of the conversion of public administration paradigm. Meanwhile, on the basis of the detailed sources about New Zealand's reform and public administrative model, the writer pay more attention to foreign original data collection especially a series of reports on the reform. Both of which should be regard as the features and innovations of the paper.Since the beginning of the new century, New Zealand set out a new strategy of reform which is "Whole-of-government", to overcome effectively the defects of the system, and transform the administration paradigm from "New Public Management" to "Whole-of-government". Reforms of the New Zealand Social Services Department were prompted by system defects such as "fragmentation" at a specific policy level, yet beneath the surface it was the deeper transformation of the public administration model, i.e., "Whole-of-government" which introduced revolutionary changes in all fields, such as in technical and personnel administration, with special significance for the architecture of the NPM paradigm.
