The behaviors of seeing the danger but not to rescue occur frequently in the society. It has the huge social hazardous nature. The numerous scholars discuss this question from the criminal law angle. But they do not promulgate the basis of jurisprudence about the behaviors. I want to analysis the concept of the behaviors of seeing the danger but not to rescue firstly. The occurrence of the behaviors have many social reasons, it reflects the human nature indifference. The being punished behaviors of seeing the danger but not to rescue show the reflects between the morals and the law. I narrate the necessity and feasibility of the behavior of seeing the danger but not to rescue should be punished with criminal law. The behavior of seeing the danger but not to rescue should be punished can alleviate the society's moral crisis and reduce the society hazardous nature.
